Line Management Responsibility for: Capital and Treasury Officers

Contact with: Senior Officers and other staff of the Council, Elected Members, external organisations and other local authorities.

Purpose of job: To lead and manage the authority’s Capital Programme and treasury management functions, ensuring compliance with statutory regulations, professional codes of practice, and internal policies. The role supports strategic financial planning, investment and borrowing activities, and capital accounting, contributing to the financial sustainability of the council.

Budget responsibilities:  £180,000


Responsibilities

  • Manage the team’s Human Resources in terms of performance, development, attendance   and health and safety.
  • Leading on the development, maintenance, and monitoring of the council’s Capital Programme including: 
    • Capital budgets, forecasts and statutory returns.
    • Providing financial advice on capital projects, including revenue implications and funding options.
    • Leading capital strategy development and reporting, including capital monitoring reports.
    • Costing and financial input into Business Cases
  • Leading on Treasury Management including:
    • Management of day-to-day and long-term cashflow, investments and borrowing.
    • Preparation and implementation of the Treasury Management Strategy and associated reporting.
    • Ensuring compliance with CIPFA’s Treasury Management Code and Prudential Code.
    • Monitoring and reporting on treasury performance, risks, and market developments.
  • Accounting and reporting, including:
    • Preparation of working papers and Statement of Accounts notes for capital and treasury items.
    • Supporting audit processes and responding to audit queries. 
  • Lead on the production of high-quality reporting (e.g. capital and treasury updates for monthly, quarterly and outturn, budget update reports).
  • Take ownership of day-to-day management of the Medium-Term Financial Strategy, updating as required to reflect emerging pressures (internal and external such as Government funding) and savings.
  • Work closely with the Finance Director on draft and final budget preparation, in particular managing the production of the Capital Programme and Treasury Strategy.
  • Work closely with the Finance Leadership Team and others in preparing for the impact of Local Government Reorganisation.
  • Ensure statistical/ financial returns and grant claims are prepared to a high standard and submitted on time to Government departments/agencies.
  • Support the development of improved financial awareness of elected members, budget managers and staff through the development and organisation of management training.
  • Deputise for the Finance Director where appropriate.
  • Be responsible for the collection, maintenance and integrity of personal data ensuring confidentiality is maintained and data is processed in an accountable manner.  Comply with our data protection policies and procedures to ensure we meet our legal responsibilities under data protection legislation.  Ensure that the team/s you manage have an understanding of this legislation and meet compliance requirements.

  • Full membership of CCAB recognised body (e.g CIPFA, ACA, ACCA, CIMA).
