Head of Capital & Treasury - Permanent

This is a fantastic opportunity to shape the future of capital investment and financial sustainability within a large and ambitious local authority in the East Midlands. 

We're seeking an experienced Capital & Treasury finance leader to provide strategic leadership for capital planning, treasury management, investment strategy and infrastructure financing. Working at the heart of organisational decision making, you'll influence how hundreds of millions of pounds of investment are prioritised, financed and delivered whilst ensuring long term financial resilience.

Reporting to senior finance leadership, you'll act as the organisation's principal adviser on capital investment, regeneration programmes, treasury management and strategic financing decisions.

The Opportunity

This role comes at a pivotal point in the organisation's financial journey, as significant progress has already been made in strengthening financial sustainability and reducing historic debt exposure. The next phase is focused on delivering an ambitious, fully funded capital programme whilst maintaining the financial discipline and governance standards that have helped restore confidence.

You'll lead the development of the Capital Strategy, Treasury Management Strategy and wider investment framework, ensuring that every investment decision supports organisational priorities and delivers demonstrable value.

Key Responsibilities

• Lead the development and delivery of the Capital Strategy and Treasury Management Strategy.
• Provide strategic leadership for capital financing, borrowing, treasury management and investments.
• Act as the principal financial adviser on major capital projects, regeneration programmes and infrastructure investment.
• Oversee cash management, liquidity planning and financial risk management.
• Lead the financing and governance of a substantial capital programme.
• Ensure compliance with treasury management regulations and professional standards.
• Manage relationships with key external funding, investment and advisory partners.
• Lead, develop and inspire a high performing finance team.

About You

You will be a CCAB qualified finance professional with substantial experience in treasury management, capital finance and strategic financial planning. Local Government experience would be a strong advantage, we also welcome applications from adjacent sectors with significant scale and complexity. 

You will bring:

• Extensive experience leading treasury and capital finance functions within a large and complex organisation.
• Strong understanding of borrowing, investments, capital financing and financial risk management.
• Experience advising senior leaders on major investment and infrastructure decisions.
• Excellent strategic planning and stakeholder management skills.
• A track record of balancing organisational ambition with financial prudence.
• Strong leadership capability and experience developing successful teams.
