Medium Term Financial Planning (MTFP) Lead

We are working with a large and complex unitary authority in the Midlands to recruit an Interim Medium Term Financial Planning (MTFP) Lead. This is a critical role for a highly experienced MTFP professional who can combine strategic insight with hands-on modelling expertise.

The successful candidate will be responsible for maintaining, developing, and in future rebuilding the council’s MTFP Excel model, ensuring robust long-term financial planning that reflects the pressures and funding challenges facing the authority.

Key Responsibilities

• Lead the MTFP process, ensuring accuracy, compliance, and strategic alignment with organisational priorities.
• Maintain and enhance the existing MTFP Excel model, with the ability to rebuild it from scratch as required.
• Analyse and interpret the impact of funding models, legislative changes, and external pressures on the council’s medium to long-term financial position.
• Provide expert advice to senior stakeholders on financial forecasts, risks, and mitigation strategies.
• Work collaboratively with finance teams, service leads, and senior leadership to ensure the MTFP is understood and embedded in decision-making.
• Present complex financial information in a clear, accessible format to both technical and non-technical audiences.

Key Requirements

• Proven track record of leading the MTFP process in a Local Government (essential).
• Significant experience in long-term local government funding and financial modelling.
• Advanced Excel skills, including building complex financial models from scratch.
• Excellent communication and stakeholder engagement skills.
